Teachers in Serbia: Attitudes towards the Profession and Reforms in Education

Summary

The publication presents the results of the project „Teachers’ Discussions about Teachers“ which analysed teachers’ perceptions and attitudes towards education reforms in Serbia and changes they bring to their work. It analyses teachers’ attitudes towards autonomy, standards based education, teachers’ cooperation within school, and competences they need to carry out reforms and improve education system.

The research findings presented offer useful information on teachers’ attitudes with regard to their capacity building needs for implementing the reforms. Some of these findings are encouraging. Teachers, for instance, intuitively recognise the importance of some of the changes brought by the reforms, such as the need to cooperate at school level and with the local community. At the same time, some of the findings pose a reason for concern, such as the one that the meaning of some of the reforms that became a legal obligation is not sufficiently clear, and sometimes not even familiar to teachers, such as that of introduction of the standards based education. Spontaneous perceptions of teachers about the needed competences point to a conclusion that even though teachers declare readiness to participate in system development, they do not spontaneously see such engagement as part of their role and do not talk about it when they describe their daily practices. There is also evidence that there is certain number of teachers in Serbia who take on leadership roles in their environment in line with the contemporary requirements of their profession.
